There are IWEC2 weather files for both Astana and Almaty, as well as 48 other locations in Kazakhstan. As for Khorgos, which the Web lists as a Chinese border town, the closest IWEC2 stations are Zarkhent and Yining, China, both about 30 km away from the border.
To see the full list of 3,012 IWEC2 weather files, go to www.whiteboxtechnologies.com/IWEC2_locations.txt. Scroll down to Kazakhstan if you want to see the 50 stations there.
The entire IWEC2 collection is available from ASHRAE on a DVD. Individual IWEC2 files as well country sets are available online at http://weather.whiteboxtechnologies.com/ASHRAE .
