It's more important to understand why the cooling coil is active. Since a cooling coil is not scheduled off in a real system, and works just fine, there must be something in the simulation causing the cooling coil to turn on. In this case, a single heating setpoint manager is controlling both coils. Try using two different set point managers to control each coil. One for heating and the other for cooling. Use report variables to diagnose system operation. Node temperatures and set points, and coil heat transfer or enrgy reporting to know when a coil is on, will help to see what is happening.
