There is an ASHRAE IWEC2 weather file for Ouagadougou that's created from 17 years of weather station data between 1988 and 2009 (BFA_OUAGADOUGOU_655030_IW2.zip). However, it is not free. Please see http://weather.whiteboxtechnologies.com for more information on IWEC2 and other weather data files.
