[EnergyPlus_Support] DX Coil Runtime fraction

Whenever the DX cooling coil, two speed starts to operate there is a power surge. My timestep is 1 minute and I observe that for the first timestep, the DX coil runtime fraction is 1 which is due to the compressor running for longer duration (full 1 minute) to meet the cycling losses.
For each timestep, DX coil runtime fraction after the first minute is less than 1 e.g. 0.82. What does this mean? The compressor is cycling during each timestep of 60secs?
