You should not insert 0's (0 is a number !:-) ).  Instead, leave it undefined or better yet, do not reference that you have any direct normal parameter.  The WeatherConverter will then know to calculate it using the Perez Model.  I also recommend that you look at the results to see if they are reasonable.    Back in November 2013, I found a problem with the direct/diffuse calculation in the WeatherConverter that  I told the E+ Team, which was then fixed, although I still have some issues about the sun position being off an hour that was never resolved.

Thank you Linda for the repply. I used the Weather Converter utility. Actually I modified an existing epw file by inserting my own values for global radiation and inserted zero values for the direct/diffuse components. When I converted the file I found out that energyPlus replaced the zero values with the value 999. Any help with this?
