I always need to double-check whether I have properly assigned the "Source" and "Use" nodes properly. I'm not able to review the object definition now, but it appears that you might have those backwards (Source defined as Use).

Also, I wonder:

• If the condenser water from the HP is actually greater than 55C? 
• If the HP cooling capacity is 0, have you assigned a cooling load properly to the HP?
