I am completely unfamiliar with EMS but it seems like it would be a valid way to control exterior lighting.

A typical control for exterior lighting is using a photocell but disabled between midnight and 6:00 am. The EMS Sensor could be Output:Variable,*,Site Diffuse Solar Radiation Rate per Area,hourly; !- Zone Average [W/m2].

But I am not sure of how to combine this with a clock schedule to disable the lights between midnight and 6:00 am?
