Hamdi, I mean no disrespect to Elements, which was developed by good friends of mine at Big Ladder Software, but I think you're way overestimating its capabilities. Yes, you can modify the latitude and longitude, but I doubt the normalization function does anything with such climatic parameters as wind speed, relative humidity, temperature, etc., because there is no relationship between them and the geographical coordinates. There might be adjustments in the solar radiation due to the changes in sun position, but even there I'm highly doubtful because that would require Elements to be able to calculate sun positions, which is not a trivial calculation. I believe the purpose of the Normalization Function is to recalculate the psychrometrics if the user modifies the temperatures or humidities on the input weather file. If a modified weather file results in a successful simulation, that only says the modifications did not push the weather data outside of physical possibility, e.g., RH above 100, dewpoint higher than dry-bulb temperature, etc. It says nothing about whether the modified weather file accurately represents the weather at the intended location.
