I came to that conclusion looking at the SAMPLE.epw  that you uploaded.

Notice that Fields 15 and 16 are constant.
Am I missing something here?

Thanks for the answer.

I am not sure where you saw that I used constant values for Direct and Diffuse fluxes.
I did not, I used the Monteith model to generate Diffuse and Direct, I created a .csv file and I controlled direct and diffuse radiation inputs in EnergyPlus through actuators. 
You can find all the data I used for the simulations here, if you care about re-ding the analysis:
