[EnergyPlus_Support] Design capacity and peak simulated capacity are not same

I have been observing one thing in my simualtion.

I got one design capacity (X)

When I did the simulation, the peak of 8760 is not same as the design capacity (Y)

X <<Y

no change in locaiton...

My question is why is this difference? Design capacity is the maximum capacity of that particular equipment and when I am simulating the same equipment, the peak of 8760 should not cross the max capacity. what is the reason. can any HVAC designer answer this?
