You donâ??t control it per se. E+ assumes that the fan can operate at flow proportionate to the cooling or heating load, and applies lower power at the same time.
The lower power is determined by the fan curve coefficients that you assign in the fan object.
Some of the Unitary objects do not allow a variable volume fan - check the I/O Reference doc for the Unitary object to see if yours allows it.
