The fan won't be variable in the furnace. From the Furnace.idf example 
file you see that the air flow rate will be 1.3 m3/s when heating is 
active if you use constant fan. If you use cycling fan then the air flow 
rate will be 1.3 m3/s when the furnace is on and 0 when it is off. This 
results in an average air flow rate over the simulation time step.

   AirLoopHVAC:Unitary:Furnace:HeatOnly,
     1.3,                     !- Heating Supply Air Flow Rate {m3/s}

Now if you put the fan on the main branch, and use water coils (example 
file is 5ZoneAirCooled.idf) or CoilSystem (5ZoneAutoDXVAV.idf), these 
also on the main branch. And then use VAV terminal units, then the fan 
will vary it's speed as the terminal unit damper modulates.
