Actually, 4 or 6 Time steps per hour are necessary for the HVAC calculations.  The heat balance simulation will give reasonable results at 1, 4, or 6 Time steps per hour.

Note that the Time Step value must be evenly divisible into 60 -- therefore is limited to:

1,2,3,4,5,6,10,12,15,30,60

Note that the time step referred to here is the input "Time Steps In Hour" object entered in the IDF.  This is the governing time step for the Heat Balance calculations -- HVAC simulations use that as a starting point and may reduce it so that convergence and stability of answers will take place.  More detail is covered in a question "Simulation Parameters, HVAC Time Steps"
