I will answer question 1. We recently discovered that the source of
many of the International sites -- IWEC is "off" in their
temperatures and other basic data (except solar) by approximately the
number of hours the location differs from GMT. We reported this to
the source of the data and this is being fixed though no new data is
available yet.
This explains #1. We have added a new report to the Weather
Converter (avg hour by hour dry bulb for each month of the year) to help
facilitate recognizing this in any future data sets we might get plus
providing you, the users, with more information.
The remaining questions -- perhaps someone else can answer a bit
better. I think we have discussed some of these on the list before
(and they would be in the archives) but maybe not in these
specifics.
