[EnergyPlus_Support] Weather file

Dear everybody:

I can't find the weather data of Taipei (Taiwan) on the web site of
EnergyPlus Weather Data (international locations). but I remember that
I saw it when E+ 1.0.1 version released.  Does someone can tell me
where can I get it?

We need to input the data when we simulate the file by using 
DesignDay. but I wonder if the data can easily be got from the *.epw
file which I mentioned above???

Do we always need to input the data of GroundTemperatures for each
simulation??
