Yes, "DX Coil Total Cooling Energy[J]" is the total (sensible plus 
latent) cooling imposed on the air stream by the cooling coil.

In EnergyPlus output variable names, the term "energy" refers to the 
amount of heat transferred [J] during the time period reported.  The 
term "rate" is used to indicate the rate of heat transfer [W].

For fuels and electricity, the equivalent terms are "consumption" and 
"power" or "consumption rate".  

Examples:

Heat output from the coil to the air:

HVAC,Sum,Heating Coil Energy[J]
HVAC,Average,Heating Coil Rate[W]

Electricity input to the coil:

HVAC,Sum,Heating Coil Electric Consumption [J]
HVAC,Average,Heating Coil Electric Power [W]
