Also, note that the ground temperatures in the weather file are
"undisturbed" ground temperatures assuming some typical soil
conditions. Undisturbed means something in the middle of a field,
not the soil under a building. For EnergyPlus, these ground
temperatures are not appropriate, because the ground in contact with
a building is impacted significantly by the building. The slab.exe
program in EnergyPlus\PreProcess\GrndTempCalc provides a way to
estimate a better set of ground temperatures to use with EnergyPlus.
