As noted in the readme:

More details are shown in the Input Output Reference under "Weather Data 
Hourly Interpolation".  One advantage of the new interpolation is that the 
reporting will track better with the actual hourly weather data.  So, in 
your example, if you looked at the weather file day, you should see the 
same temperature reported (if reporting on time step intervals) for 
hour/time: 15:00 as shown in the weather file for that hour (15).


I will leave the cooling convergence tolerance question to be answered by 
others.
