I do not understand what you mean by "ventilation should be shut off 
though it still can provide free cooling".

For forced fan ventilation, the coefficients would generally be 
1,0,0,0, i.e. no difference for different wind speeds and temperature 
differences.  The coefficients are meant for modeling naturally 
driven flow the same as the infiltration object.
