Can't validate this one.  I put in:
   schedule:compact,
     reporthrsch,
     ,
     through: 12/31,
     for: alldays,
     Until: 07:00,
     0.0,
     until: 17:00,
     1.0,
     until: 24:00,
     0.0;

and reported hourly values for the surface temperatures and that's what I got.

There's a logic.   These report variable numbers are assigned dynamically 
during each simulation.  It's a "stream" of module execution and when 
report variables get "set up" during the run.  As input gets read in, this 
is when the report variables are "set up" and input gets read in as modules 
are triggered.
