Purchased:Chilled Water and Purchased:Hot water simply replace a 
chiller or boiler.  You still need a complete plant loop with pump 
and controls.  See the 5ZoneAuto.idf example file.  You can also use 
the HVAC template commands "ChillerSupply1WithBypass-Autosize" and 
"BoilerSupply1WithBypass-Autosize" to set up your plant loop 
description.

If you use a variable speed pump, then you do not need a bypass.  If 
you use a constant speed pump, then you need a bypass.  It never 
hurts to include a supply bypass branch even if it is never used.
