This is a bug.  As you say, it appears that only the "Zone/sys 
Sensible Heating/Cooling Energy/Rate" report variables are incorrect 
when using zone multipliers.  This reporting error occurs with other 
systems types, not just with purchased air.  This has been reported 
as a bug (CR#6071).
