Simple VENTILATION assumes that an equal amount of air leaves the zone via an 
unspecified path.  You are correct that you cannot mix COMIS and simple 
VENTILATION in the same run.  These are the only two options that you have 
available in EnergyPlus.  My understanding is that both of these will give you 
a continuously varying flow rate as the driving pressure differences change, so 
these models are not going to accomplish your task.  If you have a way of 
predicting the flows in an outside program or spreadsheet, then you could use 
simple VENTILATION with a complicated schedule to drive the volume on an hourly 
(or less) basis throughout the year.
