This is a problem that will be fixed in the next release.

I think as a workaround, you can try setting the holiday to 16 December 
(just for now) and see if it applies to 15 December.  Or leave it at 15 Dec 
and run weather days for 14 through 16 december.  The holiday will either 
show up at 14 Dec or 16 Dec.

Sorry for the inconvenience -- this will be fixed in the release that is 
scheduled for mid-September.
