   The person who can really answer this question has left the team (Fred W 
retired in July 2004).  We have no replacement person yet -- so from 
looking at the code,  I will try my best.

It does not interpolate.

I do not have a copy of the original paper.    From the Engineering 
Documentation, it appears the Ih is "horizontal solar irradiance" -- but I 
infer from the section "Sky Diffuse Solar Radiation on a Tilted Surface" 
and from the code that we are talking about diffuse irradiance and not 
global for this instance.
