That should work, but this may cause the lights to never shut off completely 
when using control type 3 (continous/off).  I would recommend reporting the 
"Ltg Power Multiplier from Daylighting" at the hourly or timestep frequency to 
verify that the controls are behaing as you expect.  

I cannot answer about the behavior of actual equipment.  My guess is that you 
are correct that the dimming can only proceed to a certain minimum level.  That 
is why control type 3 exists to stop dimming at a certain point and then if the 
daylighting is adequate to simply shut off power completely to the lights.
