In your writeup, the following statement is incorrect:

" . . . if Tout exceeds set point temp in Schedule:Compact:WindowVentSched "  

Tzone is compared to Tset, not Tout. (See Input Output Reference, p. 314, pdf p. 347) 
 I believe this will clear up the problem.
