First, consider whether the energy use will be different if the outside air is 
conditioned by the fan coils vs. the central unit.  If the central outside air 
unit is doing no special humidity control and simply provides tempered outside 
air, it would be quite reasonable to add the OA and some extra fan power to the 
fan coil units.  

If you want to model the full details of the central system, then keep the fan 
coil units that are already serving the zones (with zero outside air flow) and 
add an air loop to provide the conditioned outside air to the zones.  If the OA 
system is constant volume, use DIRECT AIR terminal units.  Each zone will then 
be served by two pieces of equipment, the fan coil and the direct air.  Make 
sure that the direct air (the OA system) is always set to priority 1 for 
heating and cooling so that the fan coil unit will see any additional load 
added to the space by the air from the OA system.
