In theory, yes.  In practice, it can be very difficult to know the actual 
characteristics of the building and HVAC systems.  EnergyPlus is designed to 
allow modeling of existing HVAC systems.  The Sizing Group is not needed if you 
know enough about the various equipment components to fully specify capacities 
and flow rates.  A simulation of an existing building can be a very useful tool 
for evaluating energy conservation alternatives.  Just understand that there 
may be a rather wide margin of uncertainty in the results.
