That is correct. In COIL:Water:SimpleHeating, "Max Water Flow Rate of Coil" is
a limit. If the load requested of the coil is met at a flow rate which is less
than this flow rate, then changing on the max flow rate will not change any
results. If the coil flow is not large enough to meet the load, then the
results would change with a change in max flow rate.
