If you are using V1.2.3, there is a bug in the file: schedule:comma 
processing that was overcome in the V1.3 release.

As noted in our addressed issues file:
CR Number: 6878
Type: Defect
Addressed In: 06.01.23 V1.3.0.001
Synopsis for Users: Schedule:File:Comma only takes 8760 values. The 
24 values after Feb 28 are always assumed to be for Feb 29, and Dec 
31 is always zero. For non-leap year simulations, this results in 
value for March 1 being skipped and all remaining values shifting up.

CR Number: 6879
Type: Defect
Addressed In: 06.01.23 V1.3.0.001
Synopsis for Users: A valid option for Schedule:File:Comma for the 
field Rows to Skip is zero. Unfortunately, the program does not do 
this properly.

The only work around for CR6878 would be to define things such that 
"Feb 29" duplicates Feb 28 but you'd still end up with zeros for Dec 31.

A better solution is to move to V1.3 which fixes both problems.
