Your assumption is correct that this gets used in computing the part load 
effectiveness.  If you are not seeing warnings, my guess is that the flow rate 
through the heat exchanger is not what you think it is.  It is probably off due 
to a control issue.  I would suggest reporting the volume flow rate at the 
inlet nodes to the heat exchanger to see what is happening.
