Sorry - the program can not do what you would like it to do. The 
Controller:Simple
will only function in the main air loop; it does not work in the outside 
air system. Components
in the outside air stream must have their own built-in controllers to 
control to a setpoint. Chilled
and hot water coils do not have built-in control.
