[EnergyPlus_Support] about 'sizing parameters'

Dear all,
  I  have a doubt about the 'sizing parameters' object.I create a model 
with sizing parameters 1.3,the zone temperature can be controlled well.
I change the parameters to 1.4,whereas the zone is controlled so 
bad.Then i test again and again setting parameters from 1.4 to 3.0,and 
only when
the parameter is 3.0,the zone can controlled well.
  I'm puzzled.Normally,when i add the parameter,the zone design loads 
and air flow rates will increase,then the new results will be used for 
system
design calculations.And it should be controlled well too.I've upload 
the test file named 'const test.idf'.
