[EnergyPlus_Support] People Fraction Radiant

The Input Output reference goes into some detail about how the
sensible and latent heat portions of people gains are calculated but I
would like to know how to set the radiant fraction. The reference
gives an example of 0.6 but where does this come from. Surely the
radiant fraction will vary depending on the temp difference between
the occupant and the surfaces they are radiating to. So should this
not be a calculated fraction rather than a constant?
