I am not an expert on this subject.  It appears to me that PMVET is the 
indicator that you want, but you may need to read the referenced paper to know 
for sure.  Perhaps someone more familiar with the Pierce thermal comfort model 
can help.

Regardless of the indicator you use, be sure to include the occupancy schedule 
in the REPORT VARIABLE object so that the values are integrated only during 
occupied hours.
