No.  "purchased cooling:facility" is cooling energy obtained from some off-site 
source of cooling.  It applies to object types PURCHASED AIR and 
PURCHASED:CHILLED WATER.

To understand the meaning of each meter and submeter, see the .mtd output file. 
 The first half of this output file lists every metered report variable and the 
meters it is connected to.  The second half provide the inverse, listing all of 
the report variables connected to each meter.  Reviewing this output file 
should help you understand the meaning of the various meters.
