The location information, latitude, longitude, time zone, elevation 
is used to calculate the solar position with or without a weather 
file.  When you have a weather file, it uses the location information 
on the weather file; otherwise, it needs the location information 
from the location object.

It can calculate the sun position angles for any day of the year for 
any location, not just USA.
