[EnergyPlus_Support] Controller Severe Error

All-

I am trying to model a VAV system with a central cooling and heating 
loop.  I have encountered an error that I have been unable to debug.  
The error is a severe error and occurs in each of the three floors of 
this office building and concerns a cooling coil controller.  The 
error states that the controller function is inconsistent with user 
specified controller action = reverse action.    

I posted a file B1C_1b.zip with the error.  I am trying to create a 
system that consistently maintains the zone temperature between 70°F 
and 75°F and prohibits the zones' relative humidity from exceeding 
60%.
