[EnergyPlus_Support] using two chillers in one system?

I have used two chillers in my model. However, I find one of them is 
seldom used through the year. It only runs for an hour in the morning, 
when the whole HVAC system starts to run in summer.
 
My goal is to let the two chillers both run in summer and one of them 
run in winter. But the summer condition is not satisfactory.
 
I know this might be caused by the large cooling load in the morning 
when indoor air temperature is high and quick cooling is needed. I even 
changed the cooling temperature schedule to decrease this cooling load, 
but the affection is not good. Have anyone fix this before? How?

By the way, I run the example file of ElectricChiller.idf , the result 
is similar. The little chiller will not run through the whole year.
