No. the Packaged Terminal Heat Pump Total Zone Cooling Rate is the 
"delivered" capacity or what is delivered through the zone inlet node. 
It should be nearly equal to the thermostat request. Compare the PTHP 
report variable to the thermostat report variable Zone/Sys Sensible Load 
Predicted. The cooling coil report variable DX Coil Total Cooling Rate 
will show you the total load met by the system including the impact of 
fan heat and outside air.
