Use an Availability Manager that makes the system on when the outside
temperature is below 10C.

Subject: [EnergyPlus_Support] scheduling by outdoor ambient temperature
I am trying to specify a heating/cooling on-off schedule that is based
upon outdoor ambient temperature (e.g. cooling system is on only when
outside ambient temperature drops below 10C) AND to have indoor ambient
temperature reaches certain set points when the heating /cooling system
is on.
Think for a while about things such as placing thermostat outside (can't
work for several obvious reasons). Cannot figure out how still.
Is there anyway to do so in Eplus?
