[EnergyPlus_Support] Plant Loop with Constant Delt Temperature&Variable Flow Rate

Dear ALL:
I want to simulate a constant delt temperature-variable flow rate plant 
loop.In such a loop,the temperatures of supply inlet node and supply 
outlet node is constant.The flow rate of the plant loop will be changed 
to meet the load of demind side.It seems that the plant loop won't be 
constant only by setting Design Loop Delt T in Plant Sizing.I have not 
found enough imformation about the Design Loop Delt T in Plant 
Sizing,and I don't know how it works.Will you tell me more about it 
please?And I also want to know how can I simulate a plant loop with 
constant delt temperature & variable flow rate.Thank you for your help
