Refer to the AuxiliaryPrograms document, page # 33. 
The EPW Data Dictionary.

All items must appear on single lines,
LOCATION,   (data)
Each of the following must have a number after them:
e.g. 
DESIGN CONDITIONS, 0
...
and so on to the data periods.
They must appear in NotePad or WordPad as proper lines.  Not sure
how MatLib terminates lines, a <cr><lf> is typical (carriage
return, line feed).

Another hint is to look at one of the EPW files that comes with
EnergyPlus and use that as your guideline.
