One model to split global solar into
direct and diffuse is by Perez et. al. (1992. Dynamic Global-to-Direct
Irradiance Conversion Models. ASHRAE Transactions). There was an ASHRAE
research project that produced Fortran code for that model. Getting to Horizontal IR from global solar
(without cloud cover observations) is a bit tricky – for one approach see
