May be the original question was not on changing the outside air temperature.
 
The inlet HVAC may  not be the same as the outside air.
 
Even the fresh air inlet to HVAC may not be the same as outside air.

The DesignDay simulation and the profile allow you to set any temperature as the inlet temperature to the HVAC system for a 24 hour period. You can cascade more days with different sky condition, rain condition, RH, schedules for each day.
 
You can also selected days from the weather file in the run period.

If you really want to change the inlet temperature of a HVAC, you simply runs two system in series, and set the first system with a setpoint of your need.

Please note thatr, if you change the weather file, the building heat transfer characteristic will follow the new weather file.  WHen you change the HVAC inlet temperature, the building envronment heat load is not changed.

EMS will allow you to do more.  So, you need to be more specific on what you need, and why the outside air temperature need to be different for the inlet of the HVAC.   At the inlet node of the HVAC, the temperature is normally different from the outside air.
