You must be using a different file, this warning does not show up with this file. I did not look to see why reheat energy is high in summer, I would look at adjusting the supply air temperature higher so the reheat coils do not need to operate as much. I do see that the terminal units have a 1 as the minimum constant flow (see the *.expidf file) and this might mean that the VAV dampers are not closing as they should.
