How have you described the partitions between the zones?  Are they interzone partitions?

Do you have your zones with "ground" floors?  If so, the ground temperatures may be too low and influencing the zone temperatures unrealistically.

EMS is likely the way to start -- you need to report out the changed temperature to make sure you are making the change.
