The IdealLoadsAirSystem inject or remove heat directly into or from a zone to maintain the temperature to setpoint of the thermostat. The intake air is the minimum specified. There is no heat to recover. The relief is equal to the inlet OA, which may be less than a few per cent of the total cooling load..
You can reduce the inlet OA to zero and it is equivalent to full heat recovery.
That is why, any thing you add will be less efficient than the IdealLoadsAirSystem.
