Thanks Jean- I will look into those suggestions.  Design Builder does this sometimes I have noticed...
 The funny thing about this is that I am modeling a renovation- and this part of the building is the non-renovation part so is of less importance then the other parts (which are working fine)  So I guess I am hoping for an easy fix because this part of the building is not as important to the project...

We've all had this at some point. Unfortunately, there are many possible causes. Report your predicted cooling load (predictor...somthing can't remember the variable name). If there is really no negative values predicted then your zone setpoint or setpoint schedule or designday setpoint schedule may be the problem.

If there is a load (negative number for cooling) and the coils are not jumping on, check their schedules, availibility managers, fan control modes and anything else that may stop the fan or coil from jumping on.

I may not find time to check your idf in the next 12 hours.
